The spirit and the ideals for which the constitution stands, are crystallised in the Preamble. In this sense, the Preamble is the declaration of ideals and objectives underlying the constitution. The preamble is the soul of the constitution, yet, legally speaking, it is not a part of the constitution. In the words of K.M Munshi : IT IS THE POLITICAL HOROSCOPE of the constitution. Though the preamble is EXTRA-LEGAL and it cannot be enforced in a court of law, it is a pledge, a commitment and an undertaking that assures a rebirth of India. The Union Government on May 6, 2008 introduced the much delayed the Constitution Bill, 2008 in the Rajya sabha. It was the 108th Amendment. The Bill popularly known as the Women s Reservation Bill, seeks to provide for one third reservation of seats for woman in Parliament and State Assemblies. It may be recalled that the Bill was introduced in the Lok Sabha in 1996, 1998 and 1999 but it lapsed due to lack of political consensus.
