Uttarakhand has an area of 51,125 km.sup.2 , and it has a population of 8,479,562 Census of India 2001 . The density is 94.4 per sq. km. Three main endogamous caste populations Brahmin, Rajput, and Shilpkar constitute the bulk of the Hindu population of the state. In addition, the Bhotia, a scheduled tribe, inhabit certain highland areas. Out of the above total population, Female population is 41.63 lakhs, out of which Rural female population accounts to 31.66 lakhs. Again, against SC population of 15.17 lakhs, Female population was 7.36 lakhs, mostly accountifies to rural population 6.14 lakhs . ST accountified 2.56 lakhs population and out of which 1.25 lakhs are women and 1.17 lakh women reside in rural areas. Out of 51.06 lakh literates, women accountifies to 20.97 lakhs and the rate of women literacy is 59.63%. As per labour force, 11.38 lakhs are women, out of which 10.62 work in rural areas. This prompted an outcry from hill people who are already deprived of employment opportunities in their own land. Solutions ranged from regionally-sensitive quotas to including the Uttarakhandi people in the OBC quota. A quota of 23% for SCs & STs already prevails and is accepted by most hill people.
