Mr. Lal Krishna Advani is one of the strong espousers of a fixed tenure for the state assemblies and the Lok Sabha. The main thrust behind this opinion is that a feeble or tricky majority in the elected bodies involves persistent uncertainty and thereby handicaps the administrative system to take any firm and long-run decisions. It is true that a stable government is a necessary condition for making long-run policies and implementing them. For this, the policy makers should be kept free from any fear of unexpected replacements. But, given the bad record of many politicians, one may say that why should they be left free from facing the public even for five years? Well, my conviction is that there should be a fixed tenure for the same reason sited above. Along with this, there should also be provision for calling back our representatives if they unreasonably fail to meet our expectations. Let us ponder over it in the prospect of getting a viable solution.

In my opinion, State Assemblies tenure should be fixed with a provision to dissolve the State Assemblies if they no longer command the majority of the House.

i agree with you.. Politics in the 1990s has witnessed perennial instability in India. There were three general elections in a matter of four years between 1996 and 2000. I completely understand that elections are the legitimate way of aggregating the electorate s preferences in a democracy however it is just ridiculous to have one election after another without a clear mandate. So i strongly feel that the tenure of the state assembly and the lok sabha should be fixed.

Fixation of term of Houses can be done but for that purpose contesting parties should not be more than 3 or 4. The party or alliance prior to election which gets maximum number of seats can be asked to form the government for the fixed term but shuffling from 1 party to another in this period should not be permitted. This will save the huge amount of money needed for election every time.

i agree .. and most importantly if the tenure is fixed then it will help in avoiding deadlocks and suspended animation of assemblies, in short, a situation of no government can be avoided..
